Fantastic Pannier Bag!
This is a really nice bag. It is super sturdy and is really easy to use. I throw all my stuff in there for the day and everything stays clean and dry. There are three straps that hold everything securely. When the top is rolled down and the straps fixed, you have a tight, secure package that can withstand just about anything the elements throw at you. My 13 mile commute from downtown Seattle yesterday was entirely in the rain (not fun). When I got home the bag was splattered with mud and water. I shook off the bag outside and simply wiped it down to bring it inside. Everything inside the bag was bone-dry, just as it was when I placed it in. That's saying something, because the rain in Seattle typically comes at you from all directions, including riding through puddles!
When you fix this bag to the rack it stays put and doesn't "flop around". This is because the top clips are thick and tight, but flexible enough that the bag isn't that hard to remove. Then there...

Works in Seattle at least
I was looking for a bag where I wouldn't have to worry about my laptop getting rained on, and I also live in Seattle. So I figured the Seattle Sports Rain Rider had a good shot of doing what I wanted.
The bag is sturdy, I've been using it for perhaps a month, and it has fallen on the ground (with me and the bike) at least once without any damage. It holds quite a lot of stuff, and also has straps in the correct places to compress and hold less stuff. It connects firmly to my rack and doesn't move around at all.
I don't think there's much more to rate a pannier on. It keeps rain off, holds my stuff, and that's what I was looking for. Great bag!
Solid Bag
Quality materiel and craftmanship. Bag is holding up well. Used for my commute fits my laptop computer, clothes(Cargo Shorts, Tshirt, undershirt, undies, socks, sandals) towel, and bike lock, though that is it's absolute limit.
